What's being built in Elk Grove in 2026, what got cancelled, and what it does to your house

Elk Grove added about 1,900 housing units and 3,800 residents in a single year, broke ground on the biggest hotel it has ever had, and lost the zoo it spent four years planning. Here is the project-by-project scorecard, with status, size and the honest read on what each one means for a homeowner.

Every city publishes a list of projects. Almost none tell you which are real, which are stalled, and which matter to a three-bedroom house on Bruceville Road. That is the gap here.

I have grouped everything into four buckets: jobs and commercial, housing supply, roads, and the two big things that did not happen. Each item has a status as of October 2026 and a source. For the market numbers these projects feed into, see the fall 2026 brief.

The scale of growth first

The California Department of Finance's E-1 estimates, released in May 2026, put Elk Grove at 188,319 residents on January 1, 2026, up 3,824 people (2.1 percent) in one year, and at 61,954 housing units, up 1,886 (3.1 percent). For comparison, Sacramento County grew 0.6 percent and the state shrank 0.1 percent. Elk Grove is absorbing growth that most of California is not, and nearly all of it lands in the southern third of the city.

The city's state-assigned housing target for the 2021 to 2029 cycle is 8,263 new units: 2,661 very-low-income, 1,604 low-income, 1,186 moderate and 2,812 above-moderate. The housing element that maps sites for all of them was certified by the state on February 16, 2022, and the HCD housing element portal tracks the city's progress against it. At roughly 1,900 units a year, Elk Grove is on pace to exceed the total, which is rare for a California city and is the single most important background fact for anyone selling a house here: supply is not constrained the way it is in the Bay Area.

Jobs and commercial

Sky River Casino hotel and resort expansion

Status: under construction. Opening targeted for late 2027 or early 2028.

Wilton Rancheria's Sky River Casino, which opened in 2022 at Highway 99 and Grant Line Road, broke ground on its hotel on April 27, 2026. The plan is 300 rooms, a 30,000-square-foot event and conference space, a spa, a pool and new restaurants, with the hotel expected to be the largest in Elk Grove and to add an estimated 300 to 400 jobs at opening. A parking garage topped out in September 2025. The timeline has slipped once already (early plans said 2027), so treat the opening date as soft.

The site has a long history. The 64 acres along Promenade Parkway and Grant Line Road were the "ghost mall," the half-built Elk Grove Promenade that General Growth abandoned in the 2008 recession and that Howard Hughes Corporation never finished. The mall shell was demolished in 2019 and the land was sold to Boyd Elk Grove LLC, an entity of Boyd Gaming, the tribe's operating partner, in December 2020. The casino itself sits on 36 acres of adjacent land held in federal trust for Wilton Rancheria.

For a nearby owner, the practical read: a resort hotel is the first large private employer to open in Elk Grove in years, and the hospitality jobs it brings are mostly renter households. It supports demand at the entry level and for small rentals near Highway 99. For owners within a mile of Grant Line, it also means more traffic, which cuts both ways.

Southeast Policy Area (SEPA)

Status: entitled, infrastructure fees in place, building out in pieces.

The Southeast Policy Area is roughly 1,200 acres at the south end of the city, directly below Laguna Ridge, and it is the last large undeveloped area inside Elk Grove's urban footprint. The city designated it as a special policy area in 2003, adopted a community plan on July 9, 2014 after two years of public work, and in 2019 added fee programs for drainage, parks, trails and backbone roads. The plan is explicitly "employment-oriented": office, flex and industrial sites first, with housing at several price points and services for the people who work there.

So what, if you own near it? this is the long game. Elk Grove has always exported its workforce up Highway 99 and I-5 every morning; SEPA is the city's attempt to keep some of those jobs inside the city line. Progress is measured in years, and much of what has broken ground so far is residential. If employers follow, the south side's values get a floor that the rest of the Sacramento suburbs do not have.

Older commercial, briefly

District56 (the civic center, aquatics center, senior center and veterans hall off Big Horn Boulevard) opened in stages starting in 2019 and is finished. The Elk Grove Boulevard and Laguna retail corridors are mature. The notable change in 2026 is on the margins: more medical office, more quick-service, and the first serious hospitality.

Housing supply

Laguna Ridge: the last big tracts

Status: active, multiple builders, final phases.

The Laguna Ridge Specific Plan covers about 1,900 acres between Bruceville Road and Highway 99 south of Elk Grove Boulevard, adopted in June 2004 and updated in December 2019. It set aside 153 acres for parks, 86 for paseos and open space and 127 for schools, and the Town Center amendment in 2008 added the civic core. Twenty years on, it is in its final phases: Arbor Ranch's second phase alone is 265 new single-family homes, the Mesa at Laguna Ridge apartments are adding a 143-unit second phase after a 55-unit first phase, and Richland's Treasure Homes II subdivision went back to the city in 2025 for a plan amendment on its remaining lots.

What this does to a resale: if you own a resale home in 95757, this is your competition, and it comes with a builder's lender offering rate buy-downs and a model home that never needs a roof. Price under the new-build equivalent or you will sit. If the house also needs work, the financed buyer who is weighing you against the model home will not take on repairs; that is the case where a written number from a cash buyer that covers Elk Grove belongs next to the agent's net sheet before you decide.

Pardes Apartments and Sheldon Farms North

Status: Pardes under construction (first phase of 96 units was targeted for August 2025); Sheldon Farms North approved and funded.

Two large affordable complexes are moving. Pardes Apartments is 236 units, with city leaders at the groundbreaking. Sheldon Farms North, near the corner of Bruceville and Sheldon roads, is a 240-unit project by Abode Communities in two phases, backed by a $3.5 million city loan approved unanimously by the council; its environmental filing is on the state CEQA database. A third, the long-litigated Oak Rose supportive housing project, was relocated to city-owned land under a 2024 settlement with the state and will provide 80 one-bedroom apartments.

My read for homeowners: very little directly. Deed-restricted affordable units do not compete with a $630,000 resale home, and the research on nearby values is mixed to neutral. They do count toward the city's RHNA numbers, which keeps the state off Elk Grove's back and avoids the "builder's remedy" fights that have hit other cities.

Accessory dwelling units and infill

Status: ongoing, small individually, large in aggregate.

The housing element counts projected ADU capacity toward the RHNA, and the older tracts in 95624 and 95758 are where most of them are going up. For a seller, a permitted ADU on a 1980s lot is now a real value add; an unpermitted garage conversion is a problem the buyer's lender will find.

Roads

Kammerer Road extension and the Capital SouthEast Connector

Status: environmental review complete (October 2023), right-of-way and final design under way, construction funding partial.

The Capital SouthEast Connector is a planned 34-mile expressway from Interstate 5 in Elk Grove to Highway 50 in El Dorado Hills, crossing Highway 99 and Jackson Highway on the way. Elk Grove's piece is the Kammerer Road extension: a two-lane interim road west of Bruceville Road to a new connection at the I-5/Hood Franklin interchange, with a reported budget of about $124 million.

If this is your neighborhood: the Connector is the only project on this list that changes the map. When Kammerer reaches I-5, the south side of Elk Grove gets a second freeway in and out, which matters for anyone commuting to West Sacramento, Davis or the airport. New freeway access in the Sacramento region has tended to lift values a few miles out over the following years and to hurt them on the immediate frontage. Check the alignment before you buy or sell along Kammerer.

Everything else on the road list

Grant Line Road improvements, interchange work along Highway 99, and a rolling list of signal and bike projects sit in the city's capital program. None of them moves values on their own; together they are why the south side no longer feels like the edge of town.

What got cancelled

The Elk Grove-Sacramento Zoo

Status: dead as of April 30, 2025.

The city and the Sacramento Zoological Society began planning a new zoo in 2021 for a site near Kammerer Road and Lotz Parkway, shrank it from 65 acres to about 27 over successive budgets, and in April 2025 the society told the city it no longer saw the project as viable, citing economic uncertainty and rising construction costs. The city's project page carries the announcement and a Q&A; the zoo stays in Land Park, and the city-owned Elk Grove site is now looking for a new use.

On your house, specifically: if you bought on the south side in 2023 or 2024 expecting a zoo, that premium is gone. In practice it was never priced in; the project was always a maybe. The real question is what the city does with roughly 60 acres of land at a major intersection, and that is an open council item worth watching.

The California Northstate University teaching hospital

Status: not coming to Elk Grove.

CNU's plan for a 250-bed teaching hospital in Elk Grove was rejected by the city's planning commission over the site, and the university moved the project to the former Sleep Train Arena land in Sacramento, where that city approved entitlements in February 2022. CNU keeps its campus and smaller clinical operations in Elk Grove.

What I tell neighbors about it: Elk Grove remains a city where the nearest full hospitals are Kaiser South Sacramento and Dignity Methodist, both just over the city line. For buyers over 60, that is a question they ask; for values it has been a non-event.

Reading the scorecard as a seller

Put the four buckets together and the picture is consistent with the sales data: Elk Grove is a growth city with abundant new supply and slowly improving employment, which means resale prices are anchored by what a builder will sell a new house for and by what a buyer can finance at the going rate, not by scarcity. That is a stable market, not a hot one, and it rewards sellers who price to today's buyer and punishes the ones waiting for 2021 to come back.

The practical consequences:

For the step-by-step on that comparison, and on timing a sale into a 7 percent rate market, see selling a house in Elk Grove in 2026. For how the three ZIP codes differ, see the neighborhood guide.
